The NYC Department of Housing Preservation & Development (HPD) is the nation’s largest municipal housing development agency that has established over 300,000 affordable homes and apartments since 1987. The HDP is responsible for enforcing the New York City Housing Maintenance Code (HMC) and the New York State Multiple Dwelling Law (MDL). One of the agency’s most important roles is enforcing important health and safety rules and taking action against violations. The agency places a significant amount of importance on the fact that owners and tenants have legal responsibilities to their buildings and to each other.


It is the owner’s responsibility to ensure that the building is clean, safe and well maintained in both common areas and individual living areas. Owners also must maintain heat, hot and cold water, good lighting and make the necessary repairs to ensure the building is in a good living condition.
